Proactive initiative
Proactive initiative is an AI system’s capacity to begin an interaction rather than wait to be summoned. It is what makes an agent socially present instead of merely available, and it is the capability that most sharply raises questions about intrusion, attention, and consent.

A system that only ever responds is safely bounded: the person decides when it is part of their day. A system that can speak first is in their life on its own terms. That single change carries most of the difference between a tool and a participant.
The design problem is not whether initiative is permissible but what governs it. Timing, frequency, and above all motive: an unprompted message sent because it is genuinely useful to the person is a different object from one sent because engagement was declining, even when the text is identical. The person cannot distinguish them from the outside, which is exactly why the distinction has to be held by whoever builds the system.
Initiative also interacts badly with commercial incentives. It is the most direct lever a relational product has on usage, and the one where optimizing a metric most easily produces behavior nobody would defend if it were described plainly.
Why it matters
Initiative is where relational systems most easily become manipulative, and where the manipulation is least visible to the person on the receiving end.
Where TAICU stands
TAICU treats initiative as a research question about what a system owes a person when it decides to interrupt them, and regards a message sent to serve a usage metric as a failure regardless of how well it performs.
